Time for some facts to fortify my tips:
Some college information and basis of their admits
MIT - Allows you to apply for PhD only
Berkeley - Hardly admits any MS only students. This is the toughest univ to crack for international students. If you apply for MS only, its almost a sure reject
Stanford - MS only is crackable but chance of aid for MS only admits is ZERO. Besides, you are autmaticaly considered for MS only if you are rejected for PhD program. So nothing to lose by apping PhD
UIUC - again, very few MS only admits. Point 3 ( of my previous article) is also very imp here
UMich - Probably the best bet of the lot… Favors PhD students, aid is hard to get from the outset even for PhD
UT Austin - WNCG (the wireless group) admits almost NO MS only applicants
